Changing region!!!

Ive been trying to change my region on the App Store and I have a balance on my account how would I get rid of 0.27 cents?? Help i need some ideas. I’ve tried making a new Apple id but the phone number code keeps saying it’s wrong but it’s not I see it? I’ve tried the text and call and I have tried someone else’s phone number ASWELL. And I’ve done that entire process 5 times.

How to clear Apple ID balance? Hi, I have problem with changing region in my iphone . I move to Germany and ewant to change my iPhone region to be able to download the local apps but as I have 0.01 balance in my appleId account I cant to change the region. Contact iTunes Support and ask them to zero balance your account. See the Apple Support articles below for contact information.
