iPhone won’t download data required to use Siri offline

I’ve had my iPhone 14 pro for a week now and I’ve just noticed that my phone still hasn’t downloaded the data required to use Siri offline. Every time I open the Siri & Search section of the settings app, I can see it says “Support for processing voice input on iPhone is downloading.” And then about 15 seconds later changes to “Support for processing voice input on iPhone will download later when connected to Wi-Fi.” I am connected to Wi-Fi so this must be a bug.


Ive contacted chat and phone support and neither were able to find the solution. The Apple support specialist on the phone claimed this was expected behavior and that Siri requires an internet connection as of iOS 16.

The update today (16.0.3) solved my issue. For reference I was on 16.0.2. I still wonder why an Apple support specialist would make such a false claim that this feature was removed in iOS 16.
