Trying to resubscribe to iCloud

When I try to resubscribe to my iCloud. It doesn’t let me buy. It say inefficient balance. And another problem I delete YouTube I try to install from App Store it doesn’t let me install it says inefficient funds. But I have money in my account. Is there the problem with my card or the account itself?
