Find my iPhone

This past year I have been noticing when I check the find my iPhone app my husbands won’t update where he is at, like it’s been 15 minutes or 20 minutes and no update but doesn’t say no location found….is this because the location is off or there are barriers where he is at? Even when I send him a iMessage, it will not go through. Is that included with the Barrier issue as well or is he definitely turning it off?
