A. Start here: If "Hey Siri" isn't Working on your iPhone or iPad - Apple Support

B. Restore your iPhone from a Backup:

Have any backups of this iPhone prior to this occurrence? If so, restore your iPhone from one that has these photos (the most recent backup, ideally). If not, then take this as a learning experience, knowing to always back up your device for recovery purposes. Important: Back up you iPhone prior to performing this restoration, should anything go wrong from here on out.

C. Report this to Apple:

Do your part: Let Apple know what is going on here. Provide them with feedback on this. They may not get back to you directly, but the more feedback they received on this, the more they will know what is going on, and what needs to be fixed in updates to come.

1. Go Here: Feedback - iPhone - Apple
2. Select: "Bug Report" for the "Feedback Type"
3. Comment: that this all began after installing and update, and how you have troubleshot it this far. Include the URL of this thread.
4. Proceed from there aw necessary

Thanks len299 I ran into the same issue with my iPhone XR. I went to the Genius Bar and they ran diagnostics and the phone was operating normally, no issues and no physical damage. They mentioned they'd had others with the same issue.

I followed your recommendation TheLittles and sent Apple feedback. Hopefully it will be resolved soon!
