"Data" is being used in two different meanings. That data being referred to in the text you circled is not wireless data (cellular or WiFi). It's the app's data, e.g. game progress, notes, drawings. As an example, if you had downloaded a note-taking app and then offloaded it, restoring it would restore the app from the app store and would restore the data, that is, the notes. Your question is a bit unclear but I'll give it a shot. When you download something, whether for the first time or when re-installing, it uses a data connection. That connection could be WiFi or it could be cellular.

I guess it makes sense that if you’re going to reinstall an app through offload you’re still going to be using service/data to download it…
is that correct?
