Reassurance… Use/doesn’t use service…?

The offload app setting is the BEST feature they have ever made…

but one question does REINSTALLING an app for offload USE service? I know it mentions data twice but they really both could mean either OR…

Your question is a bit unclear but I'll give it a shot. When you download something, whether for the first time or when re-installing, it uses a data connection. That connection could be WiFi or it could be cellular.

"Data" is being used in two different meanings. That data being referred to in the text you circled is not wireless data (cellular or WiFi). It's the app's data, e.g. game progress, notes, drawings. As an example, if you had downloaded a note-taking app and then offloaded it, restoring it would restore the app from the app store and would restore the data, that is, the notes. Does that make sense? Does it answer your question?
