Family access in Canada

I have setup family sharing. MY sister lives in Canada and is not able to access Apple TV in Canada. Is there a reason it does not work. Currently she is only able to access iCloud sharing.

What happens to apps and subscriptions when family members are in different countries? I live in the United States and am head of a family group on Family Sharing. Most of the rest of my family currently lives in Brazil. After multiple attempts, they continue to not be able to access the same content I can access here, or (in the case of Apple TV+) are being asked to pay for individual purchases just the same as if they weren’t part of my family unit. Is this correct? If not, is there a way of fixing this so they can access the same content I can access here?

family sharing when in different countries I want to do a family sharing plan with my spouse. However, she has an apple account in Taiwan and mine is in Canada . Can we do it?

Family sharing is only supposed to work within a single region.
