how can I locate my iPhone if the find my is off or even if the phone is off?

Bottom line is, no. Not using any form of remote tracking that is.

Find my must be activated while the device is physically still in your hands, and the device must be powered on for it to work. Powered off, an iPhone is just an inert chunk of plastic and metal.
