If FindMy is disabled on your device, you will not be able to track it.
That said, FindMy is turned on by default when you sign in to your apple ID on a device. So it's worth double-checking by using the Find My app on another device or by going to icloud.com/find. Unless you turned off Find My or never signed into an apple ID, it should be enabled by default. It could also be disabled if you restored the backup of a device that had it disabled or turned off location services.
