Is there an app or possibly a VPN service that could block parental control settings from being modified from a parents phone to a child’s device?
i.e. making a change to restrict something, exiting out of the settings app and immediately re-opening the all and the change being reversed?

Troubleshooting Parental Controls:
The only way to do this is to disable Screen Time. Have whomever set up Screen Time, disable it. Go here: Use Screen Time on your iPhone, iPad, or iPod touch - Apple Support
