The available iOS/iPadOS backup options do not extend to using the Mac Time Machine backup. For iOS/iPadOS, native backup options are limited to iCloud backup - or an iTunes backup to a Windows PC (with iTunes for Windows installed) or a Mac (with iTunes or Finder). Backups that are stored on a Mac can themselves be included in a Time Machine backup.
