why apple watch 3 not pairing after resetting

i have iphone XS max with IOS 16.0.3 i tried many time to pair my reset apple watch series 3 its downloading watch os 8.7.1 again and again but unfortunately not pairing

Apple Watch Pairing Hello all, I've bought an iPhone 11 a few weeks ago, reset my Apple Watch Series 3 and now I can't pair. It keeps showing up a message saying that I need to Update the Watch before continuing, after a while show a screen saying it's Unpairing. Already tried to also pair the watch manually, no luck. Not able to pair Apple watch SE with IPhone 8 I have updated my iPhone ios to 14.4.2. Restarted both watch(SE) and iPhone, still no success. I also tried pairing it manually, but it keeps on cancelling after some time.
