The error message "missing CPL resource" means, that Photos cannot find the original image file in iCloud Photos Library.
You wrote "The photos are also not uploaded to iCloud like all the rest of my library."
Do you mean, you checked on your iCloud webpage at www.icloud.com, if the photos are in iCloud? If they are not there, you have to recover them from your backups.
A common reason for this problem is, that you may have used "Optimize Mac Storage" and you local copy of the library has been incomplete, when you saved a copy of the library. And when you then switch to the incomplete copy of the library, Photos will be looking for the missing originals. If they have been deleted from iCloud in the mean time, you cannot reconnect them from iCloud. The same may happen, if the Mac with the Photos Library has been offline for a long time, and you have deleted photos from iCloud using a different device. Then you will get this error message, if you try to work with Photos before the library is again fully in sync with iCloud.
If you are using "Optimize Mac Storage" for your Photos Library, you have to be very careful to back up all original image files manually by downloading them from iCloud, as your Time Machine backup cannot save the optimized images.
