I don’t know why I can’t download Snapchat without paying

SnapChat is a free app to download. There should not be a payment requisite prior to downloading.

Did you, by any chance, remove a valid payment method associated with your Apple ID and the App Store? If you do not have a valid payment method, then the App Store is probably asking you to have a valid payment method established before downloading.

You don’t have to pay to download Snapchat (or any other free app), but you still need a valid payment method in your iTunes & App Store account.
