I want to use an old iphone on WiFi without a sim card as a ipod. I set up a new apple account since the email is different from my current apple account. But, it still will not let me sign in to the account so I can download apps from the app store.
Why won't it take the new account sign in?
Is there a way to change the old phone email to the current apple account email?

What do you mean by this? There is no necessity to set up another iCloud account. Indeed, if you have your old iPhone on a different account it cannot access the content you have purchased on your first iCloud account.
Simply sign the old iPhone into your existing Apple ID/iCloud account and it can use all the apps you have already purchased.
