Safari 16 does not open/work on iMac running Monterey 12.6

Updated to Monterey 12.6 and Safari 16.0 on iMac and Safari won't open/run. Reinstalled Monterey OS with Safari 15.6.1 and Safari runs properly. Reinstalled Safari 16.0 and problem persists.

Is anyone experiencing a problem with Safari 16 ?
