The data that you can view at iCloud.com is synced data (e.g., iCloud Photos, iCloud Contacts, etc). See: See instructions in Set up and use iCloud Photos - Apple Support and Sign in to iCloud on all your devices - Apple Support

You cannot view the contents of an iCloud Backup. You can only use the backup to do a full restore of a device or to setup a new device. See: Restore your iPhone, iPad, or iPod touch from a backup - Apple Support

You can go to Settings > [user I] > iCloud > Manage Account Storage to see how much of your storage space is being used by backups and other data.

A full backup has nothing to do with photos that you can view at iCloud.com. What you can view at iCloud.com is not in any way related to doing an iCloud Backup.

See: See instructions in Set up and use iCloud Photos - Apple Support and Sign in to iCloud on all your devices - Apple Support If you have those syncing options turned on and the data is not syncing, contact Apple Support. There is a Get Support link at the top right of this page.
