Uploading all videos & Pics to iCloud
I’m trying to make sure that all videos & pics are going to my iCloud so I can clear up space & send pics again
keeps saying too full to do anything

Anything you sync to iCloud will remain on your device. You can elect to optimize photos to reduce the size of your photo album on your device (Settings > Photos).
