Why didn't videos get backed up?

I've been on iCloud since 2016. I just realised there are no videos backed up from a certain time period on Photos, but photos from that period are there. Why is that? A little devastating really. Is there a way I can try to retrieve the videos? I don't have the phone that they were originally on anymore.
