Can't see the all installed apps under "Allowed Apps" under "Screen Time"

I am using ios 16.0.2 on my iPhone 12. Before I give my device to my kid I want to completely block youtube... When I go under "Screen Time" > "Content & Privacy Restrictions" > "Allowed Apps" . It's only showing System apps only. Why can't I block certain installed apps such as YouTube & Whatsapp. I feel like this is kind of stupid design. Can someone comment if there's a workaround to this.

Thanks for the reply.

But this will only work if you buy another device for your kid. I don't want to do it. I just want to give my own personal device to my kid for some time but I want to disable some apps in the device so that they can't use it.
