Generally, you cannot.
If you have iOS 16, recently deleted messages can be accessed by opening messages and selecting edit.
Otherwise:
If you use messages in iCloud, items are deleted immediately.
If you do not use messages in iCloud, and you have a device backup that contains the message(s), you can factory reset and erase your device. Then, set it up using your backup. You'll lose anything new but you might get your messages back.
