Can you explain what you mean by "was bypassed"? The highest version the iPhone 7 Plus can run is iOS 15.7, it does not have the hardware to run iOS 16. Go to Settings > General > About > Version. If it shows iOS 15.7 you are up to date.
Bypassed means I unlocked the phone. now i phone version is 12.4.1. I want to get version 15.7. I can't log software update.when i log to it phone get start to strack

What type of computer are you using to update it? What OS version is on the computer? How much free space is on the iPhone? Can you post screenshots you are seeing?
I try it also. But when I connect it to computer phone get locked again and it want old i cloud. I don't no old i cloud. And thata i cloud is forgot that person too

You have lots of space. When you connect it to the Dell and iTunes opens and you try to update what happens? Is there a message? Can you post that screen?
