When message says delivered, do you know whether it’s been read, blocked or deleted?

can it be opened and unanswered and retain the delivered status if no read receipt is on?

The Delivered status means exactly and only that. It means that the message has been sent and delivered to the recipient. After that, the status will be unknown unless a read receipt is sent.
