If purchased directly from Apple, you have a generous 14-day period within which an unwanted device can be unconditionally returned for exchange or refund. Beyond 14-days, this opportunity has been lost.
If you are able to visit your local Apple Store, with both your iPad and supporting purchase paperwork, you will be able to speak directly with Apple staff; if you are polite and have appropriate mitigation for a late return, you will discover whether or not any latitude may be found for extenuating circumstances.
