I actually have had to his fixed now.
I’ve had my ID for 10+ years and apparently it was a developer account.
the support person made me create a new ID to be used only for podcasts and it worked.

If this fails I would suggest reporting it Podcasts Support: iTunes Connect | Contact Us
If that fails the next step is to contact Apple Support: Support. Don't present this as a podcasting problem - they don't handle those and will refer you to Podcasts Support (or give you an inaccurate answer judging by some people's experience). Present the problem as being the inability to access Podcasts Support. It's also been suggested that getting them to look at your Apple ID may clear matters.
You won't get any help from general Apple Support. - they don't deal with podcasting. The way to contact Podcasts Support is this link: https://itunespartner.apple.com/contact/?content_type=podcasts
However you should check that your feed (if that's how you are submitting your podcast) - and your image - meet all parameters. Any error would probably block the submission.
If you are submitting a feed I can have a look at it if you post the URL here. If you are making your podcast directly in Podcasts Connect there is nothing I can do to help.
You certainly shouldn't need to create a new Apple ID. All I can suggest is that you keep badgering Support.
I'm having the same issue - so frustrating. The "save" button is just dead - it just sits there.
Apple support on the phone was completely perplexed - said he'd call back the next day and never did.
I tried using the podcast help email - no response.
Getting my podcast posted is at a total stand still and I don't know what to do next.
That does not work, it seems only for new Apple IDs, what if we do not want to create a new Apple ID and want to keep an existing one?
It's useful to know that Developer Accounts don't work: it's bound to arise again sooner or later.
