I did not really understand the Roaming service on Apple watch. So If I bought an apple watch in Korea, use the Korean telecom company's roaming service, and bring my apple watch only without iPhone, can my apple watch use the Philippine network?

As it turns out, cellular roaming isn't supported outside of your carrier network coverage area as different Apple Watch models support specific regions. Unlike iPhone, there isn't a worldwide Apple Watch model that supports all global regions.
Remember also that you can stay connected when your iPhone is nearby and online, or when Wi-Fi is available.
