I wanted to ask you to delete the credits from my iPhone, as I am currently not living in Russia and I cannot use a lot of apps in another country, where I am permanently living now

Nobody on these boards can. Buy something more expensive than your balance and use a different payment method for the excess amount; if you can't, use this link to ask the Tunes Store staff to zero it.
