Neither Apple Pay nor Apple Card can be locked.

Are you perhaps referring to Apple Cash? If so, follow the steps here: link-> If your Apple Cash account is restricted or locked - Apple Support

Otherwise explain exactly and in as much detail as possible, what the issue is.
