System data is controlled by the phone's operating system. It's best not to try micro-managing it yourself.


However, one option to try to reduce its size would be to change the cellular data mode to using low data.

  • Settings > Cellular > Cellular Data Options > Data Mode


The better approach to increasing the amount of available storage would be to follow this support article tips:
