PDF's not combining? Show thumbnails on the side by by clicking View from top menu bar. .Try inserting a blank page after the last page of the first pdf. Then drag and drop your next pdf just before the blank page into the thumbnails. Apple support provided this remedy.

Apple provides a Quick Action in the Finder for merging PDFs which is known as Create PDF. One selects the PDFs in the order of their merge, right-clicks on the first of that selection, and then chooses Quick Actions > Create PDF. A new PDF will appear on the Desktop containing the merged PDFs. No Preview folly is necessary.
