Did you mean the difference between a Carrier Locked iPhone and a Carrier Unlocked iPhone? If YES, then:

A Carrier Locked iPhone will only accept service and work with the carrier that it is locked to. (Single Carrier)

A Carrier Unlocked iPhone will work with any carrier that provides compatible cellular service to that iPhone. (Multiple Carriers).

Unconnected phones come unlocked and ready to be used with any carrier. Ones sold as connected to a carrier can only be used with a different one if the original one unlocks it.
