You seem to have two different questions about Messages in iCloud
how do i view my messages in icloud
Messages stored in iCloud must be viewed on a device (an iPhone, for example). There is no capacity to view messages at icloud.com

As to your old messages, if you have deleted them they are not retrievable. If you still have them but they are out of view, scroll back up the conversation(s) and they should be presented.
