So I bought a new iPhone and transferred my information to it from my old phone but I forgot the password to my locked notes from my old phone and when I reset my password it just reset it for my new locked notes not my old ones. Is there a way to see my old locked notes somehow?

That password is not saved anywhere, and is used solely to encrypt and to decrypt the contents. The password can’t be changed without knowing the password. There is no “backdoor”, and the data encryption is robust. Without the password, that note is permanently inaccessible.
Not without correctly guessing the old password. It can't be recovered or reset.
