i got a strange problem: one of my family members in home app is shown by apple id, not a name (on the screenshot it is the one with @icloud.com).
i tried to remove and add him back - the same.
Settings -> Family shows name correctly.

Have a look at both your Contacts list and theirs to see if the Apple ID email address is correctly placed in the iCloud email field. It sounds to me that Home cannot identify that person because a link to an iCloud identity is absent.
