Face ID will not set up

I have a brand-new iPhone 13 Pro Max, it will not set up Face ID. I’ve had issues with this phone from since day one.

First it would not get on Wi-Fi at all nor would it get on the Internet. it would not even finished loading all of my apps from my old phone.

Any app that required Internet would not load.

Now, my biggest issue is the face ID set up. It will not set up.

I have checked the front facing camera. It does work and all moods: videos, pictures, portraits, etc..
