Thunderbolt Display Firmware Update could not complete

I installed a new SSD in my 2012 Mac Mini. Installed macOS Mojave. I'm having issues with my Thunderbolt Display. The screen works, but nothing else: USB, camera, and sound.

The bus firmware version is 23.4 and link controller firmware version is 0.12.3.

The display firmware version is 22.2 and port micro firmware version is 0.0.21.

I tried updating the firmware using v1.2 from here:

About Thunderbolt Display Firmware Update 1.2 - Apple Support

During install I get a pop up that says "Thunderbolt Display Firmware Update could not complete." I click "ok" and it continues to install ending up with a screen that says "The installation was successful."

But the firmware versions do not change. The support page above specifically says the firmware version should be 26.2 and the Port Micro Firmware Version should be 2.0.7 after the update.

Also, my USB, camera, and sound still do not work.

Are you sure the TB (octopus) cable is good? Try to connect a TB cable directly from your Mac to the TB port on the display bypassing the octopus cable.
