Which the best format for external drives

What is the best format to use for an external drive that will be exclusively used for Mac? I've always used OS Journaled extended, but I hear that one of the four APFS options may be better. If so, which one of the APFS options is the best to use?

Apple says APFS for SSDs, HFS+ for spinners is much better than APFS is.
