is the american iphone 14 pro max comptaible in france (with the cellular etc) ?

Yes, but you will need a French carrier that supports eSIM. In checking here→Find wireless carriers and worldwide service providers that offer eSIM service - Apple Support it looks like all the major carriers support eSIM, but not with automatic configuration (look in the section Wireless carriers that support other eSIM activation methods
