Activation Lock is intended as a theft deterrent, intentionally not easy to bypass. We cannot assist in bypassing it, and Apple won’t. Without that password or without the direct assistance of the person with that password, or without the original purchase receipt, or without appropriate legal paperwork, this iPad will never be useful to you.
You cannot bypass it. Activation lock would be pointless if it could be bypassed. Someone with the AppleID password has to release it, or the owner, with proof of ownership to satisfy Apple’s requirements for such, can ask Apple to assist.
Otherwise, activation lock will do exactly as it is intended to do and keep anyone but the owner from using that device. It is up to owners to properly prepare their own device prior to selling or gifting them. That includes releasing activation lock.
