Yes.
The new 10th gen iPad has moved its camera to the top center of the screen when the 10th gen iPad is in landscape orientation view, now.
Is this feature really worth the $120 U.S.D. increase in price, to you, for a new base model, 64 GBs iPad model, that, also, still has a non-laminated screen and still uses the old, original 1st gen Apple Pencil, where you must pay Apple another extra $10 for a special Apple Pencil USB-C charge adapter that will need an additional cable, connected to iPad and Pencil to be able to charge that 1st gen Apple Pencil, now?
Plus, this iPad only has an olderApple A14 CPU, which means NO iPadOS 16 Stage Manager ( multi-app windowing ) feature, on a brand new, not even released, yet, iPad model.
Give all of this some thought before you go and just purchase a new base model iPad just because it is, currently, the only model where Apple has moved the FaceTime /Centerstage front facing camera to a more commonsense location, now.
While a10.9 inch screen now, this iPad is, more or less, a stripped down 4th or 5th gen iPad Air, now.
Best of Luck to You!

The new iPad10, available from 26th October, is the only model in the iPad range to have its front-facing camera located in the centre of its long edge - effectively placing the camera at top-centre when viewing in landscape screen orientation.
With relocation of the camera module, your off-axis gaze will not now appear to be to the left or right of the screen, but instead to be slightly below that of the camera.
I appreciate your candor about the product. I believe I will hold out for the next iteration. Hoping that once the centered camera is standard they will upgrade the rest of the product at some point making it seem more worth the investment.
Thank you!
Thank you for the clarification.
