enable developer mode without Xcode

Is there a way to enable developer mode on my ios 16? I've read I need to connect my device to XCode 14 running apple machine, which is kind a bizzare. I don't use xcode, I would like to connect device to linux with flutter development environment, but I am unable to enable developer mode? Should I downgrade to iOS15 in order to be able to do that?

iPhone SE, iOS 16

To answer my own question. Not possible, you need some apple running xcode. Either real machine, virtual machine. If using VM, you will need also to setup some usb forwarder like usbfluxd.
