Hey,I have 13 mini and there’s no personal Hotspot in settings menu at all

That feature requires carrier support. Contact your cellular carrier.

Not all carriers offer a Hotspot option. If your carrier does, it will appear on the iPhone's screen. Check with your carrier for more details.
