The only recovery option for deleted photos and videos is the Recently Deleted folder, for thirty days. Once you empty Recently Deleted, the deletion will be permanent and the items will be removed from iCloud to free your cloud storage.

To prevent an accidental deletion of important photos, keep your Recently Deleted album relatively empty, so you can see at a glance, if you accidentally trashed an important photo or video, before you empty recently Deleted. And check recently Deleted after you deleted photos, to see, if you accidentally have selected more photos than you intended.
