i am trying to set up a new ipad and transfer from old and it is taking forever - already timed out last night after going to bed

Before attempting to perform transfer from old to new device, it may be helpful to temporarily disable the auto-lock of the source iPad:
Settings > Display & Brightness > Auto-Lock - set to Never
Also ensure that both the old and new device are connected to their Power Adapter’s for the duration of the transfer process.

If the donor iPad, from which you are transferring your data precedes iOS12.4, QuickStart will not be available.
“Transfer” is rather a misnomer. In reality, your data and setup is merely cloned to the new device. Nothing is moved or removed from the original device.
An alternative is to restore either an iCloud or iTunes backup to the new device:

When you have finished the transfer, remember to set an appropriate Auto Lock timeout on both of the iPads.

I would backup the old iPad to your computer and then connect the new iPad to the computer and restore the new iPad from the backup of the old iPad that you just made.
I have set up a new iPhone from iCloud backup of old iPhone and it took forever. After that I restored a new iPad on a computer from a backup of my old iPad and it was very fast. I will do the same when my new iPad arrives next Wednesday.
