Disabling CNA（Captive network Assistant）

how can we disable Captive Network Assistant on macOS Monterey 12.6?

"sudo defaults write /Library/Preferences/SystemConfiguration/com.apple.captive.control Active -boolean false" doesn't work anymore!!

I have a 9th gen iPad which says it’s on the latest version. My understanding is a captive portal is an additional layer between the device and the internet. How to launch/open Captive Network Assistant app I cannot get my MacBook Air (M1, Ventura) to open sign-in page for a captive network. Not a public freebie, Starbucks, but in a country where only internet goes through a single, subscription (for pay) network. To enter, must click on network, than get pop-up window to enter unique UN and PW. My new MBA will not open sign-in window, b/c it thinks and says, it is signed in. Read here that to force sign-in window to open go to /System/Library/CoreServices and open Captive Network Assistant app. Found it, but doesn’t open. Read else to double click app. Doesn’t open. How do I manually force sign-in window to open. Thanks for some help.

captive.apple.com only shows success instead of the Wifi login page. This basically happened to me on all public wifi that requires user login. Usually, once I'm connected with the wifi, a pop-up login page will show up, if not, I can call the page up by visiting captive.apple.com. Somehow this isn't working anymore. Now when I visit captive.apple.com, it just shows "Success" and does nothing. I have to manually type in the web address for the wifi that I am wishing to connect which is annoying because for public wifi (hotel wifi for example) I have no idea how to get directed to their login page. Does anyone know how to fix this?
