I can't see all my photo on i cloud

I gone to down load some photos to find I cant download them all from my Iphone, I then went on to my Icloud and they haven't all been uploaded either. it states there is 305 photo to sync but It hasn't Sync as of yet

iPhone 12 Pro, iOS 16
