No, it cannot be turned off. Additionally, the iPhone will make the same noise when taking a screenshot.

If the phone had that hardware feature baked in at the factory then no it cannot be turned down or off.

I thought the rules had been relaxed but even with western phones all you can do is turn the media volume down or turn on Live photos, it can't usually be turned right off.
