Why Purchases Cannot be Completed:
Either there is an issue connecting to Apple's server, or you card is being declined. So, contact Apple Support from here.
Troubleshooting Apple Wallet:
Are you saying that a card as a method of payment is "declined"? If so, go here: If your Payment Method is Declined in the App Store or iTunes Store - Apple Support
