I don't see documents on the list of things that migration assistant transfers from PC to Mac. Is that correct?
If so, what's the best way to transfer documents from a PC to a Mac?

Yes. Documents would be transferred through use of Migration Assistant. All is performed on the home folders of the device:
As the Link Reads: ”Moved to your home folder: Documents and other files from your home directory.”
