If you mean completely transparent, you can't.

Then have a few suggestions ;
1 - Get Support Choose a product and we’ll find you the best solution.
Start now and open an Apple Support Ticket as they are Apple Employees to deal will these types of issue. Perhaps they can better explain the Limitations Imposed on Custumizing the Desktop
2 - Product Feedback - Apple and make it known to Apple regarding this ongoing issue
If you run in Dark Mode and have an all black Desktop image you can get this:
But some way that's cheating - and it is.
Why bother trying to make " dock background invisible " ?
Just Auto Hide and Show the Dock.

It was possible in the past. Some may have liked the appearance.
you don't help that way...it seems illogical to me not to have the right to customize my desktop.
